摘要
数字经济的快速发展给传统的统计与核算体系带来了巨大挑战。编制指数是衡量数字经济发展状况的重要方法。数字经济发展指数的编制应遵循一定的原则,保证指数框架的合理性,包括三个关键环节:一是维度选择与指标设计,二是指标赋权,三是指数合成。从实践上看,国内外众多机构和学者尝试编制数字经济指数来反映数字经济发展态势,代表性的如欧盟的数字经济和社会指数、世界经济论坛的网络就绪指数、国际电信联盟的ICT发展指数等,这些指数为数字经济测度提供了重要的参考与借鉴。我国在数字经济测度方面起步较晚,科学开展数字经济测度,完善和优化数字经济发展指数编制方法,有助于更好地跟踪数字经济发展态势,推动数字经济高质量发展。
The rapid development of the digital economy has brought great challenges to the traditional statistical and accounting system.Compiling indexes is an important method to measure the development of the digital economy.The compilation of the digital economy development index should follow certain principles to ensure the rationality of the index framework,and include three keys:firstly,dimension selection and indicator system design;secondly,indicator weight;thirdly,exponential synthesizing.In practice,many institutions and scholars try to compile digital economy indexes to reflect the development trend of the digital economy,such as the European Union's digital economy and social index,the World Economic Forum's network readiness index,the International Telecommunication Union's ICT development index,etc.These indexes provide important reference for the digital economy measurement.China started late in measuring the digital economy.Scientific measurement of the digital economy and improvement of the compilation of the digital economy development index will help better track the development of the digital economy and promote the highquality development of the digital economy.
