On the Path of Chinese Modernization Featuring Rural Revitalization Led by Party Building

摘要实施乡村振兴战略是中国共产党领导中国式现代化的必然选择,是中国式现代化道路的集中体现。经过五年规划实施,党建引领成为乡村振兴战略推进的重要现象和基本策略,是乡村振兴取得了阶段性成果的关键所在。何以如此?本文在理论层面借鉴“政治势能”理论和公共政策扩散理论,构建“政治势能传导—统合引领改革”的解释框架,立足“结构—过程”分析超常规政治逻辑下政治势能形成传递过程,沿着“制度—生活”阐释统合型实践逻辑下发展型治理模式形成理路。何以接续?基于大量地方创新案例和数据,本文凝练和提出党建引领乡村振兴多维一体创新机制,即价值引导机制、组织整合机制、项目运行机制、服务保障机制,以期接续推进乡村振兴战略走向深入。 The implementation of rural revitalization strategy is an inevitable choice for the CPC to lead Chinese mod-ernization,and it is a concentrated embodiment of the path of Chinese modernization.After the implementation of the strat-egy over the past five years,the guidance of Party building has become an important phenomenon and basic strategy for the promotion of rural revitalization strategy,and becomes the key to achieving phased results in rural revitalization.What is the rationale behind all these?At the theoretical level,this article draws on the theory of"political potential"and the theo-ry of public policy diffusion,constructs the explanatory framework of"political potential transmission-integration leading to reform",analyzes the transmission process of political potential energy formation with unconventional political logic based on"structure-process"model,and interprets the formation of development-oriented governance model with the logic of inte-grated practice along"system-life"sequence.How to continue the development?Based on the multitude of local innovation cases and data,this article condenses and proposes a multi-dimensional and integrated innovation mechanism for rural revi-talization led by Party building,namely value guidance mechanism,organizational integration mechanism,project operation mechanism,and service supporting mechanism,in order to continue to promote and deepen rural revitalization strategy.
