摘要
韧性城市建设是城市安全发展的新范式。洛阳市打造聚合优质发展资源的平台城市,必须在韧性城市建设上率先破题。通过洛阳市安全防灾现状分析及综合韧性评估,从空间韧性、工程韧性、经济韧性、管理韧性和社会韧性等五个维度对洛阳市韧性城市规划建设进行有益探索,有助于提升洛阳市城市治理体系和治理能力现代化水平。
Urban resilience construction is a new paradigm for safe urban development.To build a platform city that aggregates high-quality development resources,Luoyang must take the lead in resilient city construction.Through the analysis of the current situation of safety and disaster prevention in Luoyang and the comprehensive resilience assessment,this paper in tends to explore the planning and construction of a resilient city in Luoyang from five dimensions:spatial resilience,engineering resilience,economic resilience,management resilience and social resilience,which helps to improve the modernization of urban governance system and governance capacity in Luoyang.
