摘要
为探究水域治理过程中参与单位间的协作网络特征,本文以济南市小清河流域的治理过程为例,以网络视角和计算视角研究了治理过程中发挥作用的单位之间的协作关系,构建了单位间的协作关系网络并对其整体特征、中心度和社群进行了分析,在此基础上对影响单位协作关系网络构建的可能因素进行了数学建模,利用QAP回归分析定量描述了各因素的重要性,并根据网络规律解释了水域协作治理的运作机制。研究结果可为其他城市的水域治理单位协作提供参考。
In order to explore the characteristics of cooperation network among participating units in the process of water governance, taking the governance process of Xiaoqing River Basin in Jinan City as an example, this paper studies the cooperative relationship between units that play a role in the governance process from the perspective of network and computing, constructs the cooperative relationship network among units and analyzes its overall characteristics, centrality and community. On this basis, this paper conducts mathematical modeling for the possible factors affecting the construction of unit cooperative relationship network, uses QAP regression analysis to quantitatively describe the importance of each factor, and explains the operation mechanism of water cooperative governance according to the network law. It can provide reference for the cooperation of water governance units in other cities.
