摘要
城市群内部各主体之间及其与外部地区之间的共生关系网络,为重大突发公共卫生事件的扩散和蔓延提供了条件。文章以京津冀地区、长三角地区两个跨省城市群为样本,运用社会网络分析、QAP分析等方法对城市群“平时”公共卫生治理的府际协作关系网络结构特征及其影响因素进行讨论。研究结果表明:(1)城市群公共卫生治理的府际协作关系网络发育不足;(2)呈现出纵向机制嵌入下的双层协作结构;(3)地理邻接性、经济发展水平差异、行政层级差异等对协作关系建立有显著影响;(4)上级权威与关系网络的动态组合影响协作机制选择;(5)区域发展战略与已有合作组织网络塑造网络结构。因此,在“平战结合”思想指导下,应加强顶层设计、鼓励多种形式协作;调整优化网络结构,发挥中心城市核心作用。
The internal and external symbiotic network of urban agglomerations provides conditions for the diffusion and spread of major public health emergencies.Taking the Beijing-Tianjin-Hebei region and the Yangtze river delta region as samples,this paper discusses the network structure characteristics and influencing factors in the“normal”public health governance of urban agglomerations by means of SNA and QAP method.The results show that:1)The network of inter-government collaboration for public health governance in urban agglomerations is underdeveloped;2)It presents a two-tier structure driven by a vertical mechanism;3)Geographic proximity,differences in economic development levels,and administrative levels Differences,etc.have a significant impact on the establishment of collaborative relationships;4)The dynamic combination of superior authority and relationship networks affects the choice of collaboration mechanism;5)Regional development strategies and existing cooperative organization networks shape the network structure.Therefore,under the guidance of the ideology of the“combination of peace and war”,the top-level design should be strengthened,multiple forms of collaboration should be encouraged;and the network structure should be adjusted and optimized to give full play to the core role of central cities.
