摘要
矿山安全治理是国家治理的重要组成部分之一,推进矿山安全治理现代化是贯彻落实党中央决策部署的政治任务,是满足广大矿山职工对美好生活向往的内在要求,是破解矿山安全深层次矛盾和问题的根本途径,是防范化解矿山各类安全风险的必然选择。为深入推进矿山安全治理现代化,提出了矿山安全治理体系、矿山安全治理能力和矿山安全治理效能的基本内涵,阐述了治理体系、治理能力、治理效能和治理理念的关系;提出了矿山安全治理现代化的基本要求,从思想理念、体制运行、治理方式、治理方法、治理手段、治理主体6个方面阐述了具体的评判标准;结合当前我国矿山安全发展实际情况,从推进思想理念深入转变、体制机制高效顺畅、治理方式系统化、治理方法科学化、治理手段智能化、治理主体专业化等6个方面提出了提升矿山安全治理效能的方向任务。研究成果为我国矿山安全发展指明了方向,对扎实推进我国矿山安全治理体系和治理能力现代化具有重要意义。
Mine safety governance is one of the most important parts of national governance. To promote the modernization of mine safety governance is a political task to carry out the decision-making and deployment of the CPC Central Committee, and to meet the internal requirements of the mine workers for a better life, it is the fundamental way to solve the deep-seated contradictions and problems of mine safety and the inevitable choice to guard against and dissolve all kinds of mine safety risks. In order to promote the modernization of mine safety governance, the basic connotation of Mine Safety Governance System, Mine Safety Governance Capacity and mine safety governance efficiency is put forward, this paper expounds the relations among the management system, the management ability, the management efficiency and the management idea, and puts forward the basic requirements for the modernization of the mine safety management, this paper expounds the concrete evaluation criteria from the six aspects of ideology, system operation, governance mode, governance method,governance means and governance subject, combining with the actual situation of mine safety development in our country at present, this paper puts forward the direction and task of improving the efficiency of mine safety governance from six aspects: promoting the deep transformation of ideology, efficient and smooth system mechanism, systematization of governance mode, scientization of governance method, intelligentization of governance means and specialization of governance subject. The research results point out the direction for the development of mine safety in our country, and have important significance for promoting the modernization of mine safety management system and management ability.
