摘要
党的二十大报告提出“提高公共安全治理水平”的战略任务意义十分重大。本文在解析公共安全、公共安全治理、公共安全治理水平等基本概念基础上,系统分析我国公共安全治理的机遇威胁优势劣势等内外环境条件特征,提出落实“提高公共安全治理水平”这一战略目标的基本战略任务。文中详细阐述以下各战略目标的涵义、必要性与实现路径:坚持以人为本,牢固树立安全第一思想;坚持系统观念,构建大安全大应急框架;坚持预防为主,完善事前预防治理模式;坚持未雨绸缪,提高安全应急保障能力。文章认为,提升公共安全治理水平,要在思想理念、政治方向、改革方案、执行落实等方面提供坚实保障。
The strategic task of“improving the level of public safety governance”proposed at the 20 th National Congress of the Communist Party of China is of great significance.On the basis of analyzing the basic concepts of public safety,public safety governance and public safety governance level,this paper systematically analyzes the characteristics of internal and external environmental conditions such as opportunities,threats,advantages and disadvantages of public safety governance in China,and puts forward the basic strategic tasks of implementing the strategic goal of“improving public security governance level”.The article elaborates the meaning,necessity and realization paths of the following strategic objectives:Adhere to people-oriented,and firmly establish the safety first thought;Adhere to the concept of system,and build a framework of big security and big emergency;Adhere to the concept of system and build a framework of big safety and big emergency;Insist on prevention first,and improve the mode of prevention and treatment in advance;and Insist on taking precautions,and improve the safety emergency support capability.Finally,the article believes that to improve the level of public safety governance,China need to provide solid guarantees in terms of ideological guidance,political assurance,problem orientation,pioneering and innovation,and the spirit of struggle.
