摘要
既遵循普遍规律又坚守中国特色的高等教育中国式现代化,须以省域高等教育的现代化为实践支撑和智力支持。既具有强劲个案特征也担负着重大发展使命的广东高等教育,遵循高等教育中国式现代化的基本规律,遵奉人民至上、全过程民主的发展旨趣,探索形成了以“必需、有用、够用”为核心的发展原则,但仍需聚焦高等教育发展的主要矛盾并坚持“重点论”发展策略;坚持自信自立、守正创新的发展道路,探索形成了“发展水平相对滞后、制度创新先行示范”的发展策略,但仍需统筹“改革-创新-发展”的关系以实现高等教育的高水平治理和高质量发展;坚持整体推进与问题导向的发展模式,探索形成了“调动一切积极因素”“集中力量办大事”的发展策略,但仍需继续促使高等教育发展模式从后发外生型向后发内生型的转变和升级。
The Chinese modernization of higher education, which follows the universal laws and adheres to the Chinese characteristics, must take the modernization of provincial higher education as its development fulcrum and intellectual support.Guangdong higher education, which not only has the characteristics as an individual case but also bears important missions,following the basic laws of the modernization of higher education in Chinese style, and according to the development purpose of people-first and whole-process-democracy, has explored and formed core development principles of "necessary, useful and sufficient", but it still needs to focus on the main contradiction of higher education development and adhere to key-point development strategy. Adhering to the development path of self-confidence, self-reliance, and innovation under integrity,Guangdong higher education has formed the development strategy of taking-the-lead-in-institutional-innovation under the condition of relatively lagging development level, and it is still necessary to coordinate the relationship of reform-innovation-development so as to achieve high-level governance and high-quality development of higher education. Adhering to the overall-promotion and problem-oriented development mode, Guangdong higher education has formed a series of development strategies such as Mobilizing All Positive Factors and Concentrating Power to Accomplish Big Things, however, it still needs to continuously promote the transformation and upgrading of the development of higher education from Epigenetic Type to Posterior Endophytic Type.
