摘要
良好的生态环境是人类文明发展的重要基础,生态补偿机制是保护好生态环境的重要手段。从近年来我国流域生态补偿的实践经验看,中央政府的“适当干预”是实现跨省流域生态补偿的关键所在,而汀江-韩江跨省流域作为全国第二个开展生态保护补偿试点,其运行机制和成功模式值得关注与研究。文章通过对汀江-韩江跨省流域治理的案例分析,从探索、完善和巩固三个阶段回顾其开展生态保护补偿试点的过程,总结了汀江-韩江跨省流域治理生态保护补偿试点的运行机制,并试图基于外部性理论与多源流框架的横向生态补偿议程设置展开理论对话,为我国跨省流域生态保护补偿提供可复制、可推广的借鉴经验。研究发现,未来推进流域生态治理、提升其治理效能,政府应从两个方面着手:一是加强协同联动;二是建立有效的法律法规框架。这既是公共治理的责任,也是公共事务的规定,更是公共政策的使命。
By studying the horizontal eco-compensation policy of the Tingjiang-Hanjiang River Basin and its establishment process,this article aims to provide a reproducible and scalable reference experience for the establishment of watershed ecological protection and ecological compensation policies across administrative regions.This article conducts a single case study on how an eco-compensation mechanism was established in the Tingjiang-Hanjiang River Basin straddling Fujian and Guangdong provinces.And then the study finds that the issues and agendas of ecological governance in the Tingjiang-Hanjiang River Basin not only need solutions,but also require the recognition of common interests and values by local governments across provinces.The public opinion of the media and the pilot effect have a substantial role in advancing the policy agenda.The government can promote watershed ecological governance in two ways:By strengthening synergistic linkages and by establishing an effective legal and regulatory framework.Promoting environmental protection across administrative regions is not only the responsibility of public governance but also the regulation of public affairs and the mission of public policy.In the process of studying the eco-compensation policy in the Tingjiang-Hanjiang river basin,the authors research relevant government agencies in two localities,carefully study relevant policy documents,and interviewed officials to see not only the efforts of local Chinese government officials and the participation of rele-vant entrepreneurs in the policies,but also the positive effects of river management after the pilot.However,this case,as the first part of the story,is far from over,as the pilot continues and river ecology is not managed overnight,but in a long-term collaborative and participatory governance process.Furthermore ecological environment is an important foundation for human survival and development,and the establishment of ecological compensation mechanism is a policy innovation for cross-regional ecological environment protection.From the practical experience of eco-compensation in Chinese watersheds in recent years,appropriate intervention by the central government is the key to successful ecological compensation in cross-provincial watersheds.As the second pilot project of eco-compensation policy in China,the operation mechanism and successful model of the Tingjiang-Hanjiang trans-provincial watershed are of great value to other regions for cooperative ecological protection.
