滇池流域河道生态补偿机制成效评价与完善对策 被引量:2

Evaluation and improvment measures on ecological compensation mechanism for rivers in Dianchi Basin

摘要 2017年4月起实施的昆明市滇池流域河道生态补偿机制,为市级层面小流域生态补偿机制的建立和实施提供了先行先试经验。为充分发挥生态补偿机制对河道水质改善的促进作用,采用定性定量相结合的方法,分析了昆明市滇池流域河道生态补偿机制建设运行情况和水环境改善效益,评估该机制的有效性,总结成效与存在的问题,提出机制完善的对策建议。研究表明:滇池流域河道生态补偿机制实施以来,河湖水环境明显改善、水质监测网络逐步健全、水环境管理能力明显提升,机制总体有效,但也还存在考核指标待优化、补偿范围不全面、补偿方式单一、监管评估和公众参与有待加强等问题,需要进一步完善补偿机制,多渠道筹集补偿资金,健全生态补偿绩效评价制度,促进形成可复制可推广的滇池流域生态补偿模式。 The river ecological compensation mechanism of Dianchi Basin in Kunming City has been implemented since April 2017,providing a pilot experience for the establishment and implementation of the ecological compensation mechanism for small river basins at the municipal level.In order to evaluate the effectiveness of the ecological compensation mechanism in improving river water quality,we adopted a combination of quantitative and qualitative methods to analyze the construction and operation of the ecological compensation mechanism in the Dianchi Basin,evaluate the benefits of water quality improvement,summarize the improvement effects and existing problems,and propose countermeasures for optimizing the mechanism.The results show that since the implementation of the river ecological compensation mechanism,the water environment of rivers and the lakes in Dianchi Basin,and the water quality monitoring network,as well as the water environment management capacity have all been improved significantly.The mechanism is generally effective.However,there are still some problems such as evaluation index to be optimized,incomplete compensation scope,single compensation method,as well as supervision and public participation to be strengthened.Therefore,it is necessary to further improve the ecological compensation mechanism for rivers in Dianchi Basin,raise compensation funds in a diversified way,improve the performance evaluation system,so as to promote the formation of replicated ecological compensation models of Dianchi Basin.
