摘要
在共同富裕背景下,山区乡村的社区教育具有一系列自身价值:社区教育是实现普惠性人力资本提升的基本载体,是破解城乡教育二元结构的一个重要切口,是夯实山区县社会基层治理的基础保障。共同富裕背景下浙江山区乡村社区教育存在的短板是:社区教育责任体系的构建有待压实;社会资源紧缺;教育人员队伍不稳定;教育经费投入严重不足。为此,破解浙江山区乡村社区教育的短板应重点关注以下几个方面:人员素质提升是社区教育的本位目标;健全机制是社区教育可持续发展的制度保障;足量投入是社区教育可持续发展的经济保障;巧设课程是社区教育可持续发展的质量保障;强化师资是社区教育可持续发展的人才保障;数字赋能是社区教育的新形态。
Against the background of pursuing common prosperity, community education in mountain villages has their own values as a basic vehicle for realizing inclusive human capital promotion, an important pointcut for dissolving the dual structure of urban and rural education, and a basic guarantee for consolidating the grass-roots governance in mountain counties. However, some drawbacks still remain in the rural community education in mountain areas of Zhejiang:the responsibility system construction still needs to be consolidated, infrastructure construction is obviously absent, the team of educators is unstable, and input funds are seriously inadequate. The following countermeasures are supposed to be be taken to tackle the problems: improving the quality of personnel,improving the mechanism, guarantee sufficient investment, perfecting curriculum design, uplifting teachers’ quality,and draw on digital empowerment.
