摘要
推进国家治理体系和治理能力现代化对坚持和完善中国特色社会主义制度具有重大意义,也为提升政府治理效能提出了新的要求。电子政务和数字政务是国家治理体系的重要组成部分,为推动经济社会发展做出了巨大贡献。但在国家治理体系和治理能力现代化背景下,“数字政府”拥有了比“电子政务”更加丰富的内涵,而现有的数字政府建设并不能完全回应“数字政府”的本质要求,因此,还需要嵌入绩效管理工具进一步推进数字政府建设。本文在考察数字政府建设现状的基础上,提出引入政府绩效管理提高数字政府建设的制度激励,并提出了一个数字政府的绩效管理基本框架。
Promoting the Modernization of State Governance System and Governance Capacity is of great significance for insisting and perfecting the socialist system with Chinese characteristics,but it also puts forward new requirements for improving the efficiency of government governance. E-government and digital government are important components of the national governance system and have made great contributions to promoting economic and social development. However,in the context of the modernization of national governance systems and governance capabilities,‘digital government’has richer connotations than ‘e-government’. The existing construction of digital government cannot totally respond to the essential requirements of‘digital government’.Therefore,it is necessary to embed performance management tools to further promote the construction of digital government. On the basis of investigating the current situation of digital government construction,this paper believes that the institutional incentive of digital government construction can be improved by introducing government performance management,and puts forward a basic framework of performance management of digital government.
