组织变革理论在公立医院分院区组织架构设计中的实践与探讨

The Practice and Discussion of Organizational Change Theory in the Design of Organizational Structure of Branch Hospital Area in Public Hospitals

摘要随着社会经济水平的快速发展,为了满足人民群众的就医需求,相当一部分大型公立医院都建设了分院区。目前,对分院区管理的研究主要集中在同质化管理、财务管理、内部控制等方面,缺少从组织架构设计方向的研究。政策方面,我国还未形成较为统一的关于分院区组织架构设计的具体指导性文件。本文通过个案分析,从组织变革视角上对医院分院区组织架构变化进行分析探讨,详细分析本案例分院区运营3年以来的实际情况,从内外环境、目标与价值、技术能力、社会心理、管理体系等方面,研究讨论导致分院区组织变革的原因及过程,并提出需要坚持动态调整组织架构、充分利用信息技术、构建分院区文化等建议。倡议更多专家学者研究分院区组织架构设计方面内容,补充和完善分院区管理理论体系。 With the rapid development of social and economic level,a considerable part of large public hospitals have built branch hospital areas in order to meet the people's demand for medical treatment.At present,the research on the management of branch hospital areas mainly focuses on homogeneous management,financial management,internal control,etc.,and lacks research from the direction of organizational structure design.In terms of policy,China has not yet formed a more unified specific guiding document on the design of organizational structure of branch hospital districts.Through case analysis,this paper analyzes and discusses the changes in the organizational structure of the hospital branch from the perspective of organizational change,analyzes in detail the actual situation of the hospital branch in this case since its operation for three years,studies and discusses the reasons and processes leading to the organizational change of the hospital branch from the aspects of internal and external environment,goals and values,technical capabilities,social psychology,management system,etc.,and puts forward suggestions such as insisting on dynamic adjustment of the organizational structure,making full use of information technology,and constructing the culture of the hospital district.It is proposed that more experts and scholars should study the organizational design of the hospital district to supplement and improve the theoretical system of hospital district management.
