摘要
根据委托代理理论,提出公立医院院长绩效评价首先要按照委托人,即政府的利益和意图,设计评价指标,包括直接指标、间接指标、问责指标。其次要确定评价标准和评价方法,剔除环境因素对评价结果的影响,建立科学、客观、真实、能反映院长贡献的绩效评价体系。只有这样,才能引导公立医院院长正确履行其职责,规范其管理行为,使公立医院院长的行为目标与委托人保持一致。
In order to make the head of public hospital correctly take the responsibility, standardize the management behavior, accord the goal between the hospital head and the trustee, according to the principal-agent theory, to propose to the evaluation standard and method of performance appraisal system, simultaneity, remove the influencing environmental factors, finally build up the scientific, objective, real performance appraisal system.
