摘要
协商民主是“全过程民主”的重要组成部分。发挥协商民主在社区治理中的独特作用,回应了社区治理过程中所面临的三大挑战:如何实现公共政策与地方性知识的融合互构、如何构建社区治理共同体、如何提升社区治理效能。当前,在探索城市社区协商民主过程中,出现了党领群治型、政社互动型、多元共治型、居民议事型四种典型形态,呈现出党建引领、以人民为中心、新技术嵌入的发展趋势。其内在逻辑表现为双向互嵌的权力结构、双重势能的制度供给和多元互补的资源流动。
Consultative democracy is an important part of“whole process democracy”.Giving full play to the unique role of consultative democracy in community governance responds to the three major challenges faced in the process of community governance,namely,how to achieve the integration and mutual construction of public policies and local knowledge,how to build a community governance community,and how to improve the efficiency of community governance.At present,in the process of exploring consultative democracy in urban communities,there are four typical forms,namely,the party leading the masses,the government and society interacting,the pluralistic co governance,and the residents discussion.It shows the development trend of Party leading,people centered,and new technology embedded.Its internal logic is manifested as:two-way embedded power structure,dual potential system supply and multi complementary resource flows.
