摘要
在区块链技术的影响下,公共部门区块链治理模式的治理机制主要有智能治理机制、公平治理机制、合作治理机制、共同治理机制等新的治理机制。同时,公共部门区块链治理对传统公共部门治理的价值取向产生了重要影响,其价值取向就在于共创治理价值、形塑公平与效率的三维关系、弥合技术与治理理念的差异等。公共部门区块链治理是一种新兴的治理话语,一方面既要推进其在国家治理现代化上发挥应有作用,另一方面也要注意其潜在风险。
The widespread prevalence and in-depth development of blockchain technology has had a direct and far-reaching impact on the governance of the public sector,giving birth to a new governance model,that is,“public sector blockchain governance model”.Its unique governance mode changed the“principle-agent governance”or“central governance”structure in the previous three industrial revolutions,and gave birth to the“chain governance”structure in the fourth industrial revolution.Under the influence of blockchain technology,the public sector blockchain governance model mainly includes intelligent governance mechanism,fair governance mechanism,cooperative governance mechanism,common governance mechanism and other new governance mechanisms.At the same time,“public sector blockchain governance”has an important impact on the value pursuit of traditional public sector governance.Its value pursuit lies in co-creating governance value,shaping the three-dimensional relationship between fairness and efficiency,bridging the difference between technology and governance concept,etc.Blockchain governance in the public sector is an emerging governance discourse.On the one hand,it is necessary to promote its due role in the modernization of national governance,and it is necessary to pay attention to its potential risks on the other hand.
