摘要
国家级先进制造业集群发展促进组织是遵循产业组织理论、社会网络理论及治理理论的一项创新性政策实践。笔者通过亲身参与,对集群发展促进组织的主体选择进行了全方位探讨,基于此总结出25家国家级先进制造业集群发展促进组织的组建与运营模式,以及其所具备的促进集群沟通交流、政府市场对接、协同创新、开放发展、自律规范等五大功能,并对社会团体、事业单位、社会服务机构三种不同法人主体类型的集群发展促进组织进行了功能完备性评价,进而指出实践中存在的法人治理结构不健全、功能定位转型不充分、创新发展机制不顺畅问题。本文可为拓展经典产业集群研究中行为主体的类型提供理论支撑,为进一步开展集群发展促进组织的政策实践提供参考借鉴。
National Advanced Manufacturing Cluster Development Promotion Organization is an innovative policy practice complying with industrial organization theory, social network theory and governance theory. According to practical experience and relative theories, this study made an all-round discussion on the subject selection of cluster development promotion organizations, and summarized the establishment and operation modes of 25 national advanced manufacturing cluster development promotion organizations, as well as their five functions of promoting cluster communication, government and market docking, collaborative innovation, open development and self-regulation. Furthermore, this study evaluated the functional integrity of three different types of cluster development promotion organizations, which includes social organizations, public institutions and social service institutions. Based on this, we pointed out the problems in practice, such as the imperfect corporate governance structure, the insufficient functional positioning transformation and the retardant innovation and development mechanism. This study can not only provide theoretical support for expanding the types of subjects in the study of classical industrial cluster, but also provide reference for the policy practice of cluster development promoting organization.
