摘要
绿色教育是以绿色知识、技能、态度与价值观培养为主要内容,践行人与自然和谐理念的一种教育形式。回顾我国绿色教育政策的嬗变历程,运用组合修正的渐进主义-多源流理论分析其演进的逻辑,发现:绿色教育政策呈现出明显的绿色职业教育发展趋向,政策目标逐渐优化、政策工具逐渐丰富、话语表达日渐强烈;演进的动力机制即渐进的问题源流——系列环境生态问题——引发绿色人才需求进而推动绿色教育纳入国家教育规划,渐进的政治源流即党和政府促进绿色发展的执政理念与战略行动,政策源流即渐进积累的政策措施与政策共同体的实践行动,在上述三大源流的积累推动下绿色教育政策之窗逐渐开启。未来应把握住政策窗口期,强化与职业教育类型相适应的绿色教育政策内容针对性,健全绿色职业教育政策体系。
Green education is all about creating of knowledge, skills, attitudes and values related to environment, upholding the concept of harmonious coexistence between people and nature. This study reviewed the evolution of green education policies in China and made an analysis based on Incrementalism Multiple-Streams Theory. It finds that green education policies are paying more and more attention to vocational education, and their evolution shows that policy objectives are gradually optimized, policy instruments are more various, and policy discourses express stronger desires. Overall, there are three reasons for the evolution. First,a series of ecological and environmental issues have initiated necessity of green oriented talents, thereby making green education into national education planning. Second, the Chinese Communist Party(CCP) and the Chinese government adhere to the philosophy of green development and many corresponding measures are taken, attaching great importance to green education. Third,all the green policy measures and the practices by policy communities exert the cumulative effect on the development of green education. In the future, it is significant to grasp the window period of green education policies, emphasize contents relevant to vocational education in green education policies, and improve the policy system of green vocational education.
