基于多源流理论的我国教育评价政策议程设置分析 被引量:1

摘要 以多源流理论为分析框架,从问题源流、政治源流、政策源流考察我国教育评价系列政策议程发现:日益激烈的综合国力竞争、扩招后教育质量下滑、前行政策的负面影响、公众的关注汇成问题源流,推动教育评价问题进入政策议程;国民情绪及党的管理理念汇成政治源流,为开启议程提供政治势能;人大代表和政协委员提案、学者研究等汇成政策源流,提供备选方案。在人大代表等主体努力和国家战略的推动下,教育评价“政策之窗”多次开启。未来需拓宽民情民意反馈渠道,发挥媒体的理性沟通作用,重视学者的智库作用,全面地剖析并回应教育评价问题,推动教育评价政策议程设置更加合理。 Using the multi-source flow theory as the framework,examining the policy agenda of education evaluation from problem source,policy source and political source.It is found that:increasingly fierce of comprehensive national strength competition,declining education quality after enrollment expansion,negative impact of forward policies,has formulated the problem source of policy,pushing the issue of education evaluation into the agenda;The national mood and the party's management philosophy converge into the political source,providing political potential for the agenda;Proposals from NPC deputies and CPPCC members and studies by scholars form the source of policies and provide alternative plans.With the efforts of NPC deputies and other subjects and the promotion of national strategies,the“policy window”of educational evaluation has been opened for many times.In the future,it is necessary to broaden the feedback channels of the people's situation,give play to the rational communication role of the media,attach importance to the role of the think tank of scholars,comprehensively analyze and respond to the issue of education evaluation,and promote the setting of the agenda of education evaluation policy to be more reasonable.
