时代变局下全球高等教育的重塑与发展——基于第三届世界高等教育大会文件的分析 被引量:10

The Reshaping and Development of Global Higher Education in the Changing Times——Analysis Based on the Documents of the Third World Higher Education Conference

摘要 联合国教科文组织于2022年5月18—20日召开第三届世界高等教育大会。此次大会旨在重塑高等教育的理念与实践,以确保地球和人类的可持续发展,通过全球参与性对话描绘了高等教育未来十年发展的规划图景。大会指出,当前世界高等教育发展面临来自教育系统内部与外部的双重挑战,全球环境不断恶化与新冠肺炎疫情持续影响对高等教育系统提出了全方位考验,同时高等教育内部的众多发展新趋势拓展了公平与质量问题的范围、加深了其程度,高等教育系统回应时代发展新变革、新趋势迫在眉睫。对此,联合国教科文组织提出六项发展原则,作为未来十年全球高等教育体系的理念指导;还提出涵盖教育公平与质量问题、人才培养模式、跨学科研究与教学、高等教育体系结构、本土与国际合作、高等教育信息系统建设等多方面的建设路径。结合本届大会描绘的全球时代变局与高等教育规划图景,我国高等教育体系应加强服务可持续发展目标的能力建设,拓宽高等教育公平的内涵与建设路径,回应我国当前教育与社会发展需求以及全球可持续发展的远景目标。 UNESCO held the Third World Higher Education Conference from May 18 to 20,2022.The conference aims to reshape ideas and practices in higher education to ensure sustainable development for the planet and humanity,and describes the planning picture of higher education in the next decade through global conversation.The conference pointed out that higher education is facing challenges from both the inside and outside of the education system at present.The deteriorating global natural environment and humanistic spirit and the continuous impact of the COVID-19 epidemic have put forward comprehensive test for the higher education;At the same time,new trends of higher education have expanded the scope and deepened the degree of education equity and quality issues.It is urgent for higher education to respond to new changes and trends in the development of the times.In this regard,UNESCO has put forward six principles as the conceptual guidance of the higher education in the next decade;It puts forward the construction path covering education equity and quality issues,talent training mode,interdisciplinary research and teaching,higher education system structure,local and international cooperation,higher education information system construction and other aspects.Based on the changing situation of the times and the future picture of global higher education described during this conference,China’s higher education system should strengthen the ability to serve the goal of sustainable development,broaden the connotation and construction path of higher education equity,in order to respond to China’s current needs for education and social development and the long-term goal of global sustainable development.
