摘要
新冠疫情全球大流行以来,城市成为备受关注的主体。一方面,城市是重要的旅游客源地、集散地和目的地,疫情使其陷入旅游发展急剧下滑甚至暂时停滞的困境;另一方面,城市也是疫情防控的主要单元,面临动态调整疫情防控政策并平衡好疫情防控与复工复产的挑战。妥善处理疫情防控和旅游发展之间的关系,成为城市治理能力和治理水平的重要体现。本文系统分析了全球知名旅游城市面临的挑战以及在建设安全体系、建立合作关系、调整发展模式、平衡旅城关系等方面采取的应对举措。基于此,就我国旅游城市如何做好安全保障、合作发展、模式转换和可持续发展等提出建议。
Since the global pandemic of COVID-19,cities have been in the spotlight.On the one hand,some cities are important tourist sources,tourist distribution centers and tourist destinations,The epidemic has caused the development of tourism to decline sharply or even temporarily stagnate.on the other hand,cities are the main units for controlling the epidemic and need to balance the challenges of controlling the epidemic and resuming work and production.Properly handling the relationship between controlling epidemics and developing tourism is an important reflection of the city’s governance capacity and level of governance.This paper systematically analyzes the challenges and countermeasures faced by some global tourism cities in building security systems,establishing cooperative relationships,adjusting development models,and balancing tourism-city relations.Based on this,suggestions are made on how China’s tourism cities can do a good job of security,cooperative development,paradigm shift and sustainable development.
