摘要
利用收费数据和交通调查站数据,分析灌凤段高速及并行国道现状交通量费特征,基于出行行为RP和SP现场调查数据分析不同费率折扣下国道交通量向高速公路转移的概率;然后根据转移概率分车型测算费率调整后高速公路日均通行费变化,在保障公路出行效率和通行费收入的原则下制定差异化收费推荐方案,并评估实施效果.结果表明:通行费是影响客货车出行的首要因素,对灌凤段高速使用ETC支付的车辆给予通行费8折优惠后,2022年1月公路出行效率和通行费收入与去年同期相比均有所提升,后续将持续跟进并评估本方案的实施效果.所提出的费率调整测算方法对其他高速公路研究分车型差异化收费方案有参考意义.
By taking Guanfeng Expressway as an example,this paper analyzes the current volume and toll characteristics of Guanfeng Expressway and its parallel national highway basing on traffic volume and toll data firstly.Secondly,by conducting on-site RP and SP investigations,this study obtains the transit probability of national highway traffic volume under different rate discount schemes.Then,according to the transition probability by vehicle type,the change of the daily average toll fee of the expressway after the rate adjustment is calculated,and the differentiated charging recommendation scheme is formulated under the principle of guaranteeing the highway travel efficiency and toll revenue,then the implementation effect is evaluated.The results show that the toll is the primary factor affecting the travel of passenger vehicles and trucks.After giving a 20%discount to the toll for vehicles paid by ETC on the Guanfeng Expressway,the road travel efficiency and toll revenue in January 2022 will be higher than the same period last year.The improvement will continue to follow up and evaluate the implementation effect of this plan.The rate adjustment calculation method proposed in this paper has guiding significance for other expressways to study differentiated tolling schemes by vehicle type.
