摘要
针对京乌国家高速公路晋、冀、蒙三省路网、收费站建设和收费软件特点,综合考虑京乌主线车辆过收费站停车次数、改造工程投资和现有收费站利用情况等多方面因素,制定出最佳的三省建站方案、通行卡流转方案、费用拆分方案和跨省收费费率标准执行方案,有效地解决了京乌国家高速公路山西段约8.9 km公路的通行费收取难题,最后为该路段取消高速公路省界收费站工程提出进一步改造方案。
Focusing on the features of Shanxi,Hebei and Inner Mongolia road network,toll station construction and charging software at the Beijing-Urumqi National Highway,this paper comprehensively considered the parking times of the vehicles passing through the toll station on the main line,the investment of the reconstruction project and the utilization of the existing toll station,the best station construction scheme in these three provinces,the traffic card circulation scheme,the cost split scheme and the implementation scheme of the inter-provincial toll rate standard were established,and finally proposed a further reconstruction plan for the cancellation of Shanxi provincial toll station on the highway.Through these series of schemes,the difficulty of collecting tolls on about 8.9 km of Shanxi section of Beijing-Urumqi National Highway was effectively solved.
