摘要
“双碳”目标对我国绿色金融发展提出了更高要求。绿色金融发展离不开政策措施的引领和推动。“十三五”时期以来,我国绿色金融政策着力于:加强顶层设计,引领体系创新;鼓励地方探索,夯实体系基础;侧重转型升级,凸显体系作用。“十四五”开局以来,我国绿色金融体系建设加速推进,绿色金融市场规模不断扩大,绿色金融服务效率得到提升。但是还存在绿色金融产品体系不平衡,绿色金融发展生态有待优化,环境信息披露水平亟待改善等问题。本文提出,“十四五”期间,应立足国情,进一步发挥绿色金融在我国能源转型、消费升级、乡村振兴等方面的支持作用。在政策措施上,要加强上下联动,构建绿色金融发展的协同机制;要分类施策,充分发挥多层次绿色金融体系作用;要精准直达,加快绿色金融试验区经验总结与复制推广;要整合资源,完善绿色金融基础信息建设,系统推进我国绿色金融高质量发展。
carbon peaking and carbon neutrality goals puts forward higher requirements for the development of green finance in China.The development of green finance is inseparable from the guidance and promotion of policies and measures.Since the 13th Five-Year Plan,China’s green finance policy has focused on:strengthen top-level design and lead system innovation;encourage local exploration and consolidate the foundation of the system;focus on transformation and upgrading,highlighting the role of the system.Since the beginning of the“14th Five-Year Plan”,the construction of China’s green financial system has been accelerated,the scale of the green financial market has continued to expand,and the efficiency of green financial services has been improved.However,there are still problems such as the imbalance of the green financial product system,the development ecology of green finance needs to be optimized,and the urgent need to improve the level of environmental information disclosure.This paper proposes that during the“14th Five-Year Plan”period,based on the national conditions,green finance should further play a supporting role in China’s energy transformation,consumption upgrading,and rural revitalization.In terms of policy measures,it is necessary to strengthen the linkage between the upper and lower levels and build a coordinated mechanism for the development of green finance;it is necessary to implement classified policies and give full play to the role of the multi-level green financial system;it is necessary to be precise and direct,and to speed up the experience summarization,replication and promotion of green finance pilot zones;it is necessary to integrate resources,improve the basic information construction of green finance,and systematically promote the high-quality development of China’s green finance.
