摘要
乡村振兴需要绿色发展,而绿色金融创新则是促进绿色发展的必由之路。通过构建点轴面空间结构理论与城乡发展空间均衡模型得出,低碳金融作为绿色金融的重要分支,它除了能实现乡村振兴的“20字”总要求外,更重要的是它能造就乡村宜居生态,并且这个过程具有动态性。基于我国目前碳金融工具品种单一,且缺乏全国性的碳金融市场和配套的碳金融法律制度,提出应在城乡融合发展理念的引领下,重点开发以森林抵扣项目为基础的碳金融衍生产品,同时创建高效的碳金融市场以配合碳金融工具流通,构建完善的碳金融法律制度体系以保障碳金融的正常运行。
Rural revitalization needs green development,and green finance innovation is the only way to promote green development.By constructing the point-axis-plane spatial structure theory and the spatial equilibrium model about urban and rural development,the paper draws the conclusion that low-carbon finance,as an important branch of green finance,can not only realize“20 characters”general requirements for rural revitalization,but also make the rural pleasant living ecology whose process is dynamic.Based on the single variety of carbon financial instruments and the lack of a national carbon financial market and a supporting carbon financial legal system in China,this paper puts forward that,under the guidance of urban-rural integrated development concept,we should focus on the development of carbon financial derivative products based on the forest offset project,create an efficient carbon financial market to coordinate carbon financial instrument circulation,and establish a sound legal system of carbon finance to ensure it’s normal operation.
