摘要
既往语言政策研究对两会语言提案鲜有涉及,而语言提案对语言政策研究有重要意义。本文先梳理了语言政策研究中的一些核心构念,然后结合这些核心构念对2020—2022年度全国两会的语言提案进行了分类,并指出结合语言提案能够更准确理解语言政策相关构念的核心要义。紧接着本文梳理了语言提案中和语言政策相关的重要语言关系,以及和时代特征、社会需求的关联,最后从两会语言提案连接社情民意和大政方针角度分析语言提案是语言政策中观研究的理想视角。
The former language policy studies scarcely covered the language proposals on Two Sessions NPC and CPPCC while they can be significant to the study The present study firstly identified some basic concepts concerning language policy and then classified the 20202022 Two Session language proposals basing on this identification The present study deems that the Two Session language proposals can help us better understand those basic concepts This is followed by an analysis of the important language relations concerned by language policy study and its relevance to era characteristics and social requirements Finally it is assumed by the present study that due to the intermediacy of language proposal between willingness of individuals as well as communities and tendencies of national policies language proposals provide us a perfect perspective for meso-language policy studies.
