摘要
利用演化博弈和模拟仿真方法分析我国农地金融融合发展中各参与主体间相互影响、学习、模仿的博弈行为的演化稳定策略,研究各主体在农地金融融合发展下的最优均衡选择以及影响稳定均衡的决定性因素。农业经营主体、金融机构与政府主体间四类博弈的演化稳定均衡取决于各博弈参与主体从农地金融融合发展中获得的收益以及支付的各类成本。农地“三权分置”改革、政府的财政补贴及政策支持、健全的农地经营权抵押贷款风险防范机制、农业经营主体间的相互示范性对农地金融融合发展中各参与主体的净收益具有积极影响。建议深化农地“三权分置”改革,加强平台建设,提高政府支持力度,完善农地流转服务体系和农地金融市场,促进农地金融深度融合。
This paper uses evolutionary game and simulation methods to analyze the evolution and stability strategy of the game behavior of mutual influence, learning and imitation among the participants in the integrated development of agricultural land finance. This paper also studies the optimal balanced choice of each subject under the integrated development of agricultural land finance and the decisive factors affecting the stable equilibrium. The evolutionary and stable equilibrium of the four types of games among agricultural business entities, financial institutions and government entities depends on the benefits and various costs paid by each participant in the game from the integrated development of agricultural land finance. The reform of“separation of three rights”in agricultural land, government financial subsidies and policy support, a sound risk prevention mechanism for mortgage loans of agricultural land management rights, and mutual demonstration between agricultural management entities have a positive impact on the net income of each participant in the integrated development of agricultural land finance. It is necessary to further deepen the reform of the“three rights separation”of agricultural land, strengthen platform construction and government support, improve the agricultural land transfer service system and agricultural land financial market, and promote the indepth integrated development of agricultural land finance.
