摘要
全球经济下行背景下,数字经济作为一种新型经济形态,释放强劲活力与发展潜力,成为促动国内国外经济畅通循环的重要引擎。文章立足双循环新发展格局缘起与内涵特征,梳理数字经济助力双循环新发展格局形成的作用机理。继而结合数字经济发展过程中生产性服务业、电子商务与数字技术应用的赋能现状,指出我国数字经济助力双循环新发展格局面临的新型基础设施建设水平偏低、数字消费环境有待优化、数据安全保障体系亟须完善等一系列现实困境。最后从全面加强新型基础设施建设、持续优化数字消费环境、加紧稳固数据安全保障体系与有序升级生产性服务业产业结构方面提出创新路径,助推数字经济对接双循环新发展格局。
In the context of the global economic downturn,the digital economy,as a new economic form,has released strong vitality and development potential,and has become an important engine to promote the smooth cir⁃culation of domestic and foreign economies.Based on the origin and connotation characteristics of the new develop⁃ment pattern of dual circulation,the article sorts out the mechanism of how the digital economy facilitates the for⁃mation of the new development pattern of dual circulation.Then,combined with the status quo of the empower⁃ment of producer services,e-commerce and digital technology applications in the process of digital economy devel⁃opment,it points out a series of practical difficulties faced by China’s digital economy in the process of assisting the new development pattern of dual circulation,including the low level of new infrastructure construction,the dig⁃ital consumption environment needs to be optimized,and the data security guarantee system needs to be improved.Finally,an innovative path is proposed from four aspects,including comprehensively strengthening the construc⁃tion of new infrastructure,continuously optimizing the digital consumption environment,acceleratedly consolidat⁃ing the data security guarantee system and orderly upgrading the industrial structure of the productive service in⁃dustry,so as to boost the digital economy to connect with the new development pattern of dual circulation.
