供销部门土地托管的复合型碎片化困境及治理——基于山东省平安县的案例分析被引量：4

摘要土地托管作为供销社综合改革试点的关键突破口已经成为全国发展的典范,但在全国土地托管迅猛发展的同时,供销部门土地托管遭遇碎片化困境而退出托管服务市场。公共政策依附于科层制,但又不仅仅依赖于政府,由此对政府碎片化理论展开批判的复合型碎片化理论模式成为本文的研究基础。在理论分析的基础上,以山东省平安县为例,分析供销部门土地托管过程中所表现出的碎片化特征、成因及其机理。研究发现,供销部门土地托管政策主体及其运行规则的碎片化构成了静态政策碎片化的基本内涵;碎片化主体在动态化的政策实践场域中策略性地引用碎片化的规则构成了动态政策碎片化运作的实践。最后,在借鉴整体性动态治理理论的基础上,提出应构建整体治理结构、培育整体性治理理念、提高动态治理能力等建议,以消解供销部门土地托管碎片化困境。 As a key breakthrough in the pilot comprehensive reform of supply and marketing cooperatives,land trusteeship has become a model for national development.However,it is worth noting that with the rapid development of national land trusteeship,the model of land trusteeship by supply and marketing cooperatives has encountered a predicament of fragmentation and withdrawn from the trusteeship service market.This paper takes Ping'an County,Shandong Province as a case,and uses a composite fragmented policy model to analyze the internal mechanism of the failure of the land trusteeship of the supply ad marketing cooperatives.The study finds that the fragmentation of the main body of the land trusteeship policy of supply and marketing cooperatives and its operating rules constitutes the basic connotation of the fragmentation of static policies,while the main body of fragmentation strategically makes use of fragmented rules in the field of dynamic policy practice to form a dynamic practice of policy fragmentation operation.Finally,on the basis of drawing on the theory of holistic dynamic governance,it is proposed to build a holistic governance structure,cultivate holistic governance concepts,and improve dynamic governance capabilities to eliminate the fragmentation dilemma of land trusteeship in the supply and marketing cooperatives.
