摘要
反贫困治理的根本目标是实现农户生计的优化转型,而农户生计转型又与农业农村现代化建设息息相关。我国反贫困治理历程中农户生计的变化表明:农户生计的转型既是扶贫制度更新和递进的实践结果,也是生计理念跃升的规律使然,整体表现为脆弱性生计—良性生计—韧性生计的转型趋向。在农业农村现代化发展的新阶段,乡村振兴战略的工作重心是建构农户韧性生计的支持体系:以农业现代化为基础,筑牢农户生计基础结构体系;以“造血+输血”为手段,完善农户生计资本发展体系;以赋权增能为目的,完善农户生计能力保障体系。
The fundamental goal of anti-poverty governance is to realize the optimization and transformation of farmers’livelihoods,and the transformation of farmers’livelihoods is closely related to the construction of agricultural and rural modernization.The changes of farmers’livelihoods in the process of China’s anti-poverty governance show that the transformation of farmers’livelihoods is not only the result of the renewal and progress of the poverty alleviation system,but also the law of the jump in the concept of livelihood.The overall performance is the transformation trend of fragile livelihoods-healthy livelihoodsresilient livelihoods.In the new stage of agricultural and rural modernization,the focus of the rural revitalization strategy is to build a support system for farmers’resilient livelihoods:based on agricultural modernization,build a basic structure system for farmers’livelihoods;use"blood production+blood transfusion"as a means to improve farmers’livelihoods capital development system;with the purpose of empowerment and energy enhancement,improve the livelihood ability guarantee system of farmers.
