摘要
公共危机会对社会治理能力和治理体系造成巨大冲击。危机下的社会治理,挑战和机遇并存。根据马斯洛需求层级理论,公共危机下的社会治理存在五个方面的痛点。文章分析了公共危机下图书馆的社会治理价值,并以新冠疫情下我国公共图书馆“书香战疫”行动为例,探讨公共危机下图书馆文化治理价值的实现路径并提出思考。
Public crisis will have a great impact on social governance capacity and governance system.In social governance under crisis,threats and opportunities coexist.According to Maslow's hierarchical demand theory,there are four pain points in social governance under public crisis.This paper analyzes the value of social governance in libraries under the public crisis,and takes the action of“Reading Helps Overcome the Epidemic”in public libraries under the COVID-19 epidemic as an example to explore the path to realize the value of library culture governance under the public crisis and put forward some thoughts.
