日本住区适老化更新的演进机制与治理策略研究 被引量:23

Research on the Evolution Mechanism and Governance Strategy of the Adaptive Aging Renewal of Japanese Settlements

摘要 日本适老化更新起源于20世纪末老旧住区的全面重建,其后相继经历了“存量活用”“团地再生”和“网络重构”等实践阶段。在其演进过程中,城市更新的思潮变化驱动适老化更新的发展历程,更新主体的公共化推进适老化更新价值导向公正,养老方式的转变影响适老化更新的空间布局与设施建设。从日本经验可以看出,城市政府围绕制度设计、空间支撑和服务供给等三个层面的高效治理是日本住区适老化更新取得成功的关键。针对我国老龄化加速的城市发展背景,建议在合理制度保障的前提下,以社区为单元推进存量空间适老化更新,并将综合护理网络嵌入社区,实现空间的可持续再生和养老服务的可持续运营。 Japan’s adaptive aging renewal originats from the comprehensive reconstruction of the old residential areas at the end of the 20th century,and has experienced the phased practices.In the process of its evolution,the change of urban renewal trend of thought drives the development process of fitting-for-aging renewal,the publicization of the renewal body promotes the value-oriented justice of fitting-for-aging renewal,and the transformation of old-age care affects the spatial layout and facility construction of fittingfor-aging renewal.The Japanese experience points out that the efficient governance of the urban government at the three levels of system design,and space support and service supply is the key to the success of the age-appropriate renewal in Japan.In view of the background of urban development with the acceleration of aging in China,it is suggested that under the premise of reasonable institutional guarantee,the community should be taken as the unit to promote the renewal of stock space suitable for aging,and the integrated nursing network should be embedded into the community to realize the sustainable regeneration of space and the sustainable operation of elderly care services.
