College Resources Allocation,Space Spillover and Urban Innovation

摘要 基于地理邻接、地理距离、经济距离、人口流动权重矩阵,采用空间面板杜宾模型实证探究了高校资源配置对城市创新的影响,识别出高校资源影响创新的空间差异。研究发现,在地级市尺度下,高校资源集聚在带动本地城市创新的同时,通过空间溢出机制抑制了周边城市创新。高校资源配置对城市创新空间溢出效应在地理距离、经济距离、人口流动空间传导路径下存在显著差异。在地理距离权重矩阵下,高校发展对区域创新影响的“直接效应”在空间上呈现出典型的“梯度”特征。占据枢纽地位城市的高校资源集聚将对周边地区创新要素产生极大“虹吸效应”,进而抑制全国整体创新涌现。未来对于偏向枢纽城市的高校资源配置政策应保持审慎态度。 Based on the matrixes of geographic distance, economic distance, and population flow, this paper uses the dynamic space panel model to explore the relationship between college resources allocation and urban innovation.The spatial effects are multi-dimensionally decomposed to identify the differences.The study finds that:(1)College resources allocation promotes local innovation, but inhibits innovation in adjacent areas with geography, economic and population flow through spatial spillover mechanisms.And the inhibition effect is more likely to be transmitted in geographically adjacent areas.(2)The innovation lag behind one stage in local and surrounding areas promotes local innovation in the current period.This effect is more pronounced in geographically adjacent areas.(3)Under the geographic distance weight matrix, the inhibition effect of colleges on innovation presents significant“gradient differentiation”.In the“quadrilateral”area with Dezhou, Pingdingshan, Xuzhou, and Jiujiang as endpoints, the inhibition effect of college resources allocation on overall regional innovation is the strongest.Under the economic distance weight matrix, the inhibition effect of colleges on innovation is characterized by“large concentration and small dispersion”.And the allocation of college’s resources in the central and southeast regions has a stronger inhibition effect on China’s overall regional innovation.Under the weight matrix of population flow, the inhibition effect of colleges on innovation is“decentralization”and“hierarchy”.The colleges resource allocation in Chengdu, Xi’an, Beijing, Chongqing, Shenyang, Harbin, Wuhan and Zhengzhou, which occupy the hub position of“flow”,has the largest inhibition effect on overall regional innovation.In the future, targeted higher education reform policies can more effectively promote the emergence of innovation in the whole country.
