党建引领乡村生态治理创新的逻辑维度与实践理路被引量：7

The Logical Dimension and Practical Way of Party Construction Leading the Innovation of Rural Ecological Governance

摘要乡村生态治理研究中的社会资本理论、治理理论与国家社会关系理论等研究范式,以及生态治理实践背后的政府干预逻辑与利益相关逻辑,并未充分考虑政党在中国政治语境下的特殊地位与重要作用,这就需要"将政党带进来"并缔造乡村生态治理创新的中国逻辑。新时代党建引领乡村生态治理创新已成为助推乡村生态振兴的重要抓手,使命型动力、经验型动力与绩效型动力汇聚成党建引领乡村生态治理创新的复合动力。党建引领乡村生态治理创新需要吸纳多元主体参与,壮大乡村生态治理的组织力量;塑造基层党组织权威,充分发挥村民主体作用;创造生态资源配置次序共识,提升资源配给效度,不断推进乡村生态振兴实践进程。 The research paradigms of social capital theory,governance theory and state social relations theory in the research of rural ecological governance,as well as the government intervention logic and interest-related logic behind the practice of ecological governance,do not fully consider the special status and important role of political parties in China’s political context,so it is necessary to bring political parties in and create the Chinese logic of rural ecological governance innovation. In the new era,party building leads rural ecological governance innovation,which has become an important starting point to promote rural ecological revitalization. The mission power,experience power and performance power converge into the compound power of party building leading rural ecological governance innovation. Therefore,party building leading rural ecological governance innovation needs to attract the participation of multiple subjects and expand the organizational power of rural ecological governance,shaping the authority of grass-roots party organizations and giving full play to the main role of villagers and create a consensus on the order of ecological resource allocation,improve the effectiveness of ecological resource utilization,and constantly promote the practical process of rural ecological revitalization.
