摘要
科技评价制度作为科技创新体制改革的重要组成部分和国家创新系统运行绩效的反馈机制,其建设与完善不仅事关国内学科发展、学术导向与学术生态,而且深远地影响着未来我国在全球科创体系中的地位。从制度建设和科学研究两个视角对我国科技评价制度的演变历程、历史经验以及未来研究方向进行了总结和思考。研究发现,我国在科技评价制度建设的重要性、改革导向与基本原则以及亟待解决问题等方面已初步形成共识。未来科技评价研究可关注如何促进顶层设计与改革实践衔接,通过调研政策执行层面的重要利益者来甄别、培养创新人才,加强非制度化创新环境建设,以及协调平衡“把论文写在祖国大地上”与“国际学术话语权”之间的关系等议题。在循证决策与循证评估的今天,我国科技评价研究应从制度变迁和国际比较的双重视角出发,在国家创新体系建设和科技体制改革协调统筹推进的大背景下,继续深入探讨科技评价制度建设实践的相关重要课题,为我国科技自立自强和科技治理现代化建设提供学理支撑。
As an important component of scientific and technological innovation system re⁃form and a feedback mechanism of the national innovation system operational performance,the establishment and development of a science and technology assessment system matters a great deal in terms of promoting research quality,advancing science trajectory,and improving the aca⁃demic environment.It also has a significant impact on China's capability to lead global S&T in⁃novation and development in the future.This paper summarizes and makes a thought on the evo⁃lution history,historical experience and future research direction of China's S&T assessment sys⁃tem from two aspects of system establishment and scientific research.According to the research,China's science and technology assessment system has experi⁃enced four stages of development:the exploratory stage(1959 to 1995),the growth stage(1996 to 2005),the institutionalization stage(2006 to 2011),and the reform deepening stage(2012 to present).Four consensuses have been achieved on the important issues in China's science and technology assessment:the importance of institutionalizing the science and technology assess⁃ment system in ensuring sustainable innovation-driven development;the orientation and basic principles of the reform of the scientific and technological assessment system;critical problems in the practice of scientific and technological assessment for urgent solving at the operational lev⁃el;and the serious consequences if these issues remain unsolved in the long run.This paper pro⁃poses five avenues of research for the future,which consist of linking top-level design and grass⁃root reform practice,strengthening policy implementation effectiveness,identifying and nurtur⁃ing talents,coordinating the reform of evaluation indicators and systems,and cultivating noninsti⁃tutional innovation environments.The study appeals for a balanced view on"publishing papers on the motherland"and"the power of academic discourse"construction for promoting science and technology assessment re⁃form.The paper argues that,against the backdrop of increasing fierce competition for global tal⁃ents and a changing international order,in addition to attracting overseas talents for its own mod⁃ernizations China should also cultivate talents for the world's sustainable development.In the fu⁃ture,China's S&T assessment research needs to integrate the perspectives of both institutional changes and international comparisons.It needs to investigate the most critical questions in the interactive process between national innovation system building and science and technology sys⁃tem reform,and thus provides academic support for China's S&T self-reliance and S&T gover⁃nance modernization.
