摘要
山东省是工业大省,主要指标位居全国前列。工业企业R&D活动是企业发展的源泉,是全省实施新旧动能转换战略的重要载体。本文基于2010-2018年全省规模以上工业企业研发情况表、第四次经济普查资料,经过谨慎处理建立划分类型一致、指标一致的多维度的时间序列数据,分别从企业基本情况、R&D人员、R&D经费支出、企业办研发机构情况以及研发活动产出等方面,按照总体情况、企业规模、隶属关系、登记类型、产业类型、控股类型、地区分组等不同类型分别系统研究全省规模以上工业企业研发活动的基本规律,并以2019年中国统计年鉴科技活动主要指标开展横向对比研究,寻找与广东、江苏、浙江等省市的差距。最后,在现有认知范围内,本文基于该项研究提出若干政策建议,旨在为山东新旧动能转换综合试验区建设提供参考依据,有利于增强全省经济创新力和竞争力,培育新增长点、形成新动能。
Industrial R & D activities are the source of enterprise development in a region. Based on the 4th economic census of Shandong Province, this paper systematically studies the basic rules of R & D activities from different type, and carries out horizontal comparative study based on the main indicators of science and technology activities in China Statistical Yearbook in 2019, so as to find the gap between Guangdong, Jiangsu, Zhejiang and other provinces. Finally, this paper puts forward some policy suggestions to enhance the economic innovation and competitiveness of Shandong.
