摘要
养老助餐服务是居家养老的重要组成部分。基于对北京市73家提供养老助餐服务机构的调查数据,选取三个投入变量和三个产出变量对其进行数据包络分析(DEA),考察了养老助餐服务效率在不同性质运营主体、助餐模式和行政区域间的差异,并通过回归模型识别效率的影响因素。研究显示,当前半数以上养老助餐服务的综合效率还需进一步提高,纯技术效率较高但规模效率较低;养老助餐服务多处于规模报酬递增阶段;首都核心区、公办性质和老年餐集中配送中心的助餐服务表现出较高的综合效率;服务人员数量增加和机构扭亏为盈均对综合效率产生正向影响。未来养老助餐服务效率的提高在于规模效率,扩大规模的同时重视提升品质;鼓励更多市场主体参与探索形成稳定盈利模式,实现可持续发展。
Based on the survey data of 73 institutions in Beijing, this paper measures the efficiency of assisted meal service for the elderly by using data envelopment analysis(DEA) method. The differences in the efficiency of elderly care services in vary operating entities, assisted meals and administrative regions, and the model is used to identify the factors of the service efficiency. It is found that the comprehensive efficiency of more than half of the institutions needs to be further improved. The pure technical efficiency is high but the scale efficiency is low;and most meals for the aged are in the stage of increasing return to scale. The food assistance service showed higher in where the core area of the capital, the public service and the centralized distribution center for the elderly. The increase of the number of service personnel and profit of the organization have a positive impact on the comprehensive efficiency. The future development of assisted meals for the elderly should not only improve the scale efficiency but also improve the quality;We will explore a stable profit model with the participation of market players to achieve sustainable development.
