摘要
运用文献法、案例分析等研究方法和利益相关者理论,分析西宁市Z区社区居家养老助餐服务政策执行的过程,发现其内在动力体现为利益相关者对养老助餐服务政策的推动,主要包括政府、企业、社会组织和社区等外源动力因素以及老年人及其家属等内源动力因素,内外因素相互作用构成动力机制。为推动社区居家养老助餐服务的高质量发展,各外源动力因素应注重资源的整合与优化,针对现有市场需求,从服务内涵、附加值、满意度三个层次提高社区居家养老助餐服务的质量。
Using literature review,case analysis and other research methods and stakeholder theory,this study analyzes the implementation process of the community-based home care meal assistance service policy for the elderly in Z District of Xining.It reveals that the intrinsic driving force lies in stakeholders’promotion of the elderly meal assistance service policy,including external driving factors such as government,enterprises,social organizations and communities,as well as internal driving factors such as the elderly and their families.The interaction between internal and external factors constitutes a driving mechanism.To promote the highquality development of community-based home care meal assistance services,external driving factors should focus on integrating and optimizing resources.In response to current market demands,efforts should be made to enhance the quality of community-based home care meal assistance services at three levels:service content,added value,and satisfaction.
