摘要
运输结构调整是推进大宗物资运输"公转铁"的必然要求,对于提高综合运输效率具有重要意义。目前,运输结构调整工作已按照时间节点完成,铁路货运量在"公转铁"政策的支撑下得到全面提升。从我国铁路货运增量任务的完成情况方面分析运输结构调整的成效,总结"公转铁"政策推进过程中存在的主要问题,并从完善基础设施建设、扩大集装箱化运输规模、提升铁路货运能力、加快推进铁路信息化水平建设等方面,提出铁路货运市场发展策略,以推动铁路货运市场持续稳定健康发展。
Adjustment of transportation structure is an inevitable requirement to promote the modal shift of bulk transportation from road to rail,which is of great significance for improving the efficiency of comprehensive transportation.At present,the adjustment of transportation structure has been completed in accordance with the time node.The railway freight volume has been comprehensively improved under the policy support of the modal shift from road to rail.This paper analyzed the achievements in the adjustment of transportation structure in terms of the increment in railway freight volume.It also pointed out the main problems in the process of modal shift from road to rail.Further,from several aspects such as improving the infrastructure construction,expanding the scale of containerized transportation,strengthening the railway freight capacity and service quality,speeding up the informatization of railway,this paper put forward the development countermeasures of railway freight market to promote its sustained,stable and healthy development.
