摘要
为支撑《内蒙古自治区交通运输领域绿色低碳发展实施方案》落地,提出内蒙古自治区交通领域绿色低碳发展政策建议,开展本研究。本研究采用了文献综述、实地调研等方法,系统梳理了内蒙古自治区低碳交通装备、运输结构优化、高效运输组织、引导绿色出行、低碳基础设施和发展智能交通六方面相关政策现状,并提出了政策需求;总结了美国、英国、德国和国内省市交通领域绿色低碳发展相关政策经验;采用归类分析法,研究提出了涵盖低碳交通装备、运输结构优化、高效运输组织、引导绿色出行、低碳基础设施和发展智能交通六方面,管理、技术和经济三个维度的政策框架;并从统计核算、评估考核、税收优惠、市场机制和财政补贴等方面提出了政策建议。
In order to support the implementation of“Implementation Plan for Green and Low-carbon Development of Transportation in Inner Mongolia Autonomous Region”,this study proposes policy suggestions for green and low-carbon development of transportation in Inner Mongolia Autonomous Region.By means of literature review and field research,this research systematically sorts out the current situation of relevant policies in the following six aspects:low-carbon transportation equipment,transportation structure optimization,efficient transportation organization,green travel guidance,low-carbon infrastructure and intelligent transportation development in Inner Mongolia Autonomous Region,and puts forward the policy needs.This paper summarizes the policy experience of the United States,the United Kingdom,Germany and domestic provinces and cities in the field of green and low-carbon transport development.Using the categorization analysis method,this paper puts forward a policy framework covering six aspects of low-carbon transport equipment,transport structure optimization,efficient transport organization,guiding green travel,low-carbon infrastructure and the development of intelligent transport,and three dimensions of management,technology and economy.Policy suggestions are also put forward from the aspects of statistical accounting,evaluation and assessment,tax incentives,market mechanisms and financial subsidies.
