摘要
近年来,我国铁路的主要通道能力接近饱和,铁路营业线施工延点已经成为制约铁路运能释放的主要瓶颈之一。为缓和铁路营业线施工延点对运输组织的影响,在阐述铁路施工延点影响的基础上,以2018年全路施工延点情况为例,剖析影响现阶段铁路营业线施工延点成因,分析2018年铁路施工延点对运输组织的影响情况。针对铁路营业线施工延点问题,构建由中国国家铁路集团有限公司、各铁路局集团公司和各施工单位所组成的三级施工管理体系,加强铁路营业线施工延点控制,提高铁路施工管理质量,达到缓解铁路营业线施工延点问题的目的,提高我国铁路施工管理水平。
In recent years,the capacity of main railway corridors in our country is almost saturated,and the construction delay of railway business lines becomes one of the main bottlenecks restricting railway freight volume increase.To mitigate the impact of construction delay on transport organization,based on elaborating the impact of railway construction delay,takes the whole railway construction delay in 2018 as an example,this paper analyzes the causes of construction delay affecting the current stage of railway business line and the impact of railway construction delay on transport organization in 2018.In view of the problem of construction delay in railway business lines,the three-level construction management system was put forward consisting of China Railway,each railway group and each construction units to strengthen the control of railway business line construction delay,improve the quality of railway construction management,and alleviate the problem of construction delay of railway business lines,so as to improve the level of railway construction management in China.
