摘要
在信息时代,大数据带来社会监督的解构和重构,一方面成为政治科学的新的基础性资源,已转变为权力本体;另一方面又以大数据权利的形态呈现,带来大数据权力与大数据权利的统合关系。这种统合关系决定大数据对经验驱动式社会监督重构的向度和路径。从重构向度看,大数据基于权力共享的价值向度、社会权利多维的主体向度、公共数据的权属向度,超越经验驱动式社会监督,催生大数据驱动式社会监督,聚焦权力关系,实现社会监督的情景化、可视化与智能化等。从重构路径看,大数据以抽象所有权和具体所有权的划分构建数字国家与数字社会关系,以大数据所有权和用益权的二元结构重塑公域与私域关系,以一体化数据平台推动社会监督制度平台化和社会监督平台制度化,从而提高社会监督的有效性和精准性。
In the information age,the reconstruction and deconstruction of social supervision brought about by big data has become a new basic resource of political science and has been transformed into a power ontology on the one hand.On the other hand,it has been presented in the form of big data rights,leading to the integrative relationship between big data power and big data rights,which determines the dimension and path of big data’s reconstruction of experience-driven social supervision.From the perspective of dimension,its value dimension based on power sharing,the multiple subject dimension social rights,and the ownership dimension of public data transcends experience-driven social supervision,spawns big data-driven social supervision,and focuses on power relation,and realizes the contextualization,visualization and intelligence of social supervision.From the perspective of the reconstruction path,big data improve the effectiveness and accuracy of social supervision by constructing the relationship between the digital state and digital society with a division of abstract and specific ownership,and by promoting the platformization of social supervision system and the institutionalization of the social supervision platform with an integrated data platform.
