摘要市域社会治理现代化是中国特色社会主义进入新时代的重要议题,主要指中国地级行政区推进社会治理体系由传统向现代转型且不断迈向科学、系统的过程。市域社会治理现代化应当遵循价值、目标、路径的三维建构逻辑:价值维树立人民至上理念,秉承"人是尺度""人是主体""人是目的"标准,将尊重人、依靠人、为了人深深地嵌入市域社会治理实践中,统摄市域社会治理活动;目标维形成社会力量在法律制度、政策法规及乡规民约等规则约束下充分依靠科学技术为解决社会问题提供专业化、简约化、缘情化服务的善治秩序,推进市域社会治理社会化、法治化、智能化、专业化、简约化、缘情化;路径维坚持能动性、整体性、差异性和协调性原则,调动城乡社会主体热情,统筹城乡社会治理事务,科学认识城乡社会底色,合理配置城乡资源要素。 Modernization of municipal social governance is an important issue for socialism with Chinese characteristics entering a new era,which mainly refers to the process that China’s prefecture-level administrative regions promote the transformation of social governance system and move towards being more scientific and systematic.The modernization of municipal social governance should follow the three-dimensional construction logic of value,goal and path:the value dimension requires to set up the idea of people first,adhere to the standards of"people as the yardstick","people as the main body"and"people as the purpose".We should deeply embed respect for people,relying on people and serving people in the practice of social governance,and guide social governance activities.In terms of goal,social forces should fully rely on science and technology to provide professional,simple and sentimental services for solving social problems under the constraints of laws,policies and regulations,township mles and regulations,etc.,and promote the rule of law,intelligence,specialization,simplicity and sentimentality in social governance.In terms of the path,we must stick to the principles of initiative,unity,difference and coordination,arouse the enthusiasm of urban and rural social entities,coordinate urban and rural social governance affairs,scientifically understand the background of urban and rural society,and rationally allocate urban and rural resources.
