摘要
随着城市化进程的加快,我国城市治理在保持高绩效水平的同时也带来了大量的城市问题。城市治理质量概念的构建,摒弃了城市治理中效率至上的管理主义倾向,强调"公民本位"的治理理念和发展目标,为我国城市治理现代化的路径选择提供了积极意义的理论启发。城市治理质量的概念建构涉及什么是城市治理和如何认识质量这两个关键性问题,在对这两个关键问题进行阐释的基础上,将城市治理质量的概念界定为:城市治理过程和结果中的固有特性与城市治理利益相关者有效要求的适切程度。围绕"固有特性""有效要求"和"适切程度"三个维度对城市治理质量展开多维认识,能在一定程度上简化城市治理现代化评价的相关问题,为城市治理现代化的评估和管理作出充分的理论准备。
With the acceleration of urbanization,urban governance in China has brought a large number of problems while maintaining a high level of performance.Doing away with the efficiency-oriented managerialism tendency,the concept of urban governance quality has been constructed to emphasize the notion of"citizen-orientation"governance and its development goal,which provides a positive theoretical inspiration for the path selection of urban governance modernization in China.The construction of the concept of urban governance quality involves two key issues:what is urban governance and how to understand its quality.Based on the interpretation of these two key issues,this article defines the concept of urban governance quality asfollows:The intrinsic characteristics of the urban governance process and results are appropriate to the effective requirements of stakeholders.Furthermore,we will develop a multi-dimensional understanding of the quality of urban governance around the three dimensions of"intrinsic characteristics","effective requirements"and"appropriateness".To a certain extent,this understanding clarifies the problems related to the evaluation of urban governance modernization,and makes a full theoretical preparation for the evaluation and management of urban governance modernization in the future.
