区块链技术在公共卫生应急管理体系中的应用 被引量:1

The Application of Blockchain to Public Health Emergency Management System

摘要 目前,我国公共卫生应急管理存在透明度不足、准确性不够、协调性有限、隐私保护欠缺等诸多不足。区块链技术在公共卫生应急管理中具有独特的应用优势,不可篡改性和可追溯性有助于提高透明度,共识机制和分布式账本有助于增强精准性,去中心化和智能合约有助于提升协调性,非对称加密有助于保证隐私性。从应急预案、应急体制、应急机制和应急法制的建设入手,将区块链技术应用于我国公共卫生应急管理体系,可为健全应急管理体系和提升应急管理能力提供技术支持。 Blockchain has many unique advantages for public health emergency management in which inadequacy has been found in terms of transparency,accuracy,coordination and privacy.It contributes to transparency because it is traceable as well as untampered with.It enhances accuracy due to its consensus mechanism and distributed ledger.It improves coordination because of its decentralization and smart contract,and ensures privacy through asymmetric encryption.To apply blockchain to China′s public health emergency management system,we should proceed with drawing up emergency plans and constructing the management system and legislative system as well as the mechanism of emergency,which provides technical support for the enhancement of the capacity as well as the improvement of the system of emergency management.
