摘要
碳达峰碳中和作为新时期党中央的重大战略决策,将会对我国社会发展产生全面、重大和深远的影响,如何处理碳达峰碳中和中的"效率"和"公平",将直接决定我国碳达峰碳中和目标实现的深度和速度,同时也将影响着我国社会发展总体目标的实现。该文在立足我国国情和社会发展总体目标的基础上,从多方面研究、分析碳达峰碳中和中的"效率"和"公平"问题,明确提出碳达峰碳中和中的"效率"是指国家或社会发展的总体"效率",而不能仅仅限于某一行业或领域,"公平"本质上只能是对碳排放控制实施"谁受益、谁负责",而不仅仅是表面上的"谁产生、谁负责"。同时主张在"效率"和"公平"的关系上,应当坚持"公平"优先的原则。
As a major strategic decision of the CPC Central Committee in the new era,carbon peak and carbon neutrality will have a comprehensive,significant and far-reaching impact on China’s social development.How to deal with the "efficiency" and "equity" in carbon peak and carbon neutrality will directly determine the depth and speed of China’s carbon peak and carbon neutrality goal and will also affect the realization of the overall goal of China’s social development.Based on China’s national conditions and the overall goal of social development,this paper studies and analyzes the problems of "effi-ciency" and "equity" in carbon peak and carbon neutrality from many aspects.It is clearly put forwarded that the "efficiency" in carbon neutrality and carbon peak refers to the overall "efficiency" of national or social development,not limited to a certain industry or field."Equity" in essence can only be "who benefits and who is responsible" for the implementation of carbon emission control.It is not just the superficial "who produces and who is responsible".At the same time,it advocates that the principle of "equity"should be adhered to in the relationship between "efficiency" and "equity".
