摘要
国家“双碳战略”目标的实现,是一场广泛而深刻的经济社会转型,必须依靠能源领域的全面转型和节能降碳新技术的应用、碳排放数据质量体系建设(监测与核算)、碳排放的市场化手段(碳交易市场)等关键领域的共同推进才能得以实现。该文紧密围绕上述关键领域,探讨计量的支撑作用,并结合中国计量院近十年来在双碳领域的科研技术储备及应用成果,对构建符合国家“双碳战略”目标的计量支撑体系提出有关建议。
To achieve the goals of“double carbon strategy”in China,is a broad and profound economic and social transformation,must depend on the thorough transformation of the energy sector and the application of new technology of energy conservation and carbon reduction,carbon emission data quality system(accounting and monitoring),carbon emissions of market-oriented means(carbon trading market),and other key areas of common propulsion can be realized.Based on the above key areas,this paper discussed the supporting role of metrology,and combined with the scientific research and technology reserves and application achievements of China National Metrology Institute in the field of double carbon in the past ten years,and put forward some suggestions to build a measurement support system in line with the goal of China’s“double carbon strategy”.
