摘要
通过梳理统计1999至2020年间国际海事组织(IMO)A类理事国提交的提案,分析了20多年来我国及其他A类理事国向IMO提交提案的总体情况,反映党的十八大以来我国在参与IMO事务领域取得的长足进步,最后就直属海事系统更为深入地参与IMO事务、提升海事国际制度性话语权提出相关建议。
Based on the statistics of the proposals submitted by Category A Council members to the International Maritime Organization(IMO)from 1999 to 2020,this paper analyzes the overall situation of the proposals submitted by China as well as other Category A council members to IMO over the past 20 years,indicating the significant progress made by China in participating in IMO affairs since the 18th National Congress of the Communist Party.The paper also puts forward suggestions on the further participation of China Maritime Safety Administration in IMO affairs and the enhancing the say on maritime international affairs.
