科研评价“五唯”何以难破——制度分析的视角 被引量:42

摘要 科研评价中存在的"五唯"问题饱受诟病,近年来政策频发却收效甚微,社会各界尚未找到"五唯"难破的制度源头。科研评价是政府、组织和个人逻辑相互嵌套的复杂活动,"五唯"的形成和难以破解源于多重制度逻辑冲突下的不同主体行为选择:政府逻辑的委托-代理距离差造成制度约束力减弱;多任务模式下,组织和个人逻辑追求可测量绩效催生出"信号怪圈";三重逻辑的目标冲突导致政策目标转置和压力累积;政府逻辑的同化使得组织和个人逻辑原有的学术使命被忽视;在制度演变和模仿中,"五唯"导向作为非正式制度固定下来,产生制度惯性阻碍改革发挥实效。破解"五唯"之道,需要弥合多重制度逻辑的矛盾点,强化各主体共同价值导向,以高校为突破口,加强稳定支持并深化改革,降低制度的惯性和趋同。 The problem of"Five-Only"(emphasizing only academic papers, academic titles,professional title,diplomas and awards) in the field of research evaluation has been criticized by all circles. Despite frequent policies in recent years, little effect has been achieved at the practical level, and the social circles have not yet found the institutional source of"Five-Only"that is difficult to break. The research evaluation of China is a complex activity that the government, organization and individual logics nested each other, the formation of"Five-Only"and the difficulty to solve result from the conflict of multiple institutional logics and actors have the space of selective execution. The principal-agent distance difference in government logic weakens the institutional binding force. In the multi-tasking mode, the pursuit of measurable performance by organization and individual logics causes"signal cycle". The objective conflict of triple logic results in the policy objectives transpose transposition and stress accumulation. The assimilation of government logic makes the original academic mission of organization and individual logic being neglected. In the evolution and imitation of the institution, the"Five-Only"orientation is fixed as an informal institution, which produces institutional inertia and hinders the effectiveness of the reform. To solve the"Five-Only", it is necessary to close the contradictions of multiple logics, strengthen the common value orientation of each subject, take universities as the breakthrough point, increase the stable support and deepen the reform, and reduce the inertia and convergence of the institution.
