摘要
通过分析土地增值来源及利益博弈主体诉求,构建土地增值利益分配机制。研究发现:因投资建设而产生的投资增值、因城中村土地稀缺性而产生的供求增值、因土地用途变更而产生的用途增值、因基础建设外部性而产生的辐射增值与因经济发展带来的地价普遍性增值均是土地增值的重要来源。引入市场谈判机制,根据贡献归属与利益诉求确定参与利益分配主体,借助市场机制测度收益分配,实现增值收益合理分配。
This paper constructs the distribution mechanism of land value-added interests by exploreing the source of land value-added and the demands of interest game subjects.The results show that:the value-added of investment caused by investment and construction,the value-added of supply and demand caused by the scarcity of land in urban villages,the value-added of land use caused by the change of land use,the radiation value-added caused by the externality of infrastructure construction and the universal value-added of land price caused by economic development are all important sources of land value-added.Introduces the market negotiation mechanism,determines the participants of interest distribution according to the attribution of contribution and interest demands,uses the market mechanism to measure the income distribution,so as to reasonably distribute the value-added income.
